Mozambique
Mozambique’s tech infrastructure is rapidly evolving—with improved connectivity and digital services—making it a promising destination for technology investments.
- Only circa19.8% of the population were internet users by early 2025, with ~55% mobile penetration
- Major investments like the Land2Africa subsea cables (backed by Meta) and the 2Africa cable landing in Maputo and Nacala are expanding broadband access
- Starlink recently launched, lowering data prices and boosting rural connectivity
Here are the essential steps and regulatory requirements:
Importer Licensing & Registration
- Must be licensed by the Ministry of Industry & Commerce’s National Directorate of Trade
- VAT registration via the NUIT number, plus a "Contra Marca" number—especially for IT goods.
Documentation and Pre-Shipment Inspection
- Required documents: commercial invoice, packing list, bill/airway bill, certificate of origin
- Pre-shipment inspection is mandatory for items on the “Positive List”
- Certificates of Conformity (CoC)
- Regulated goods need a CoC issued before shipping, handled by approved agencies
- Ensure the goods are listed at Fair Market Value
Customs Brokers & VAT Clearance
Use of customs brokers is compulsory. Honest declaration of HTS/HS codes and cargo info is essential.
