Kuwait is undertaking significant infrastructure projects in 2024–2025 as part of its Vision 2035 plan, aiming to diversify its economy and modernize national infrastructure.

Importing technology products into Kuwait involves adherence to specific regulations and documentation requirements:

1. Documentation:

  • Commercial Invoice: One original and two copies, detailing an accurate description of the goods, weights, quantities, total value, country of origin, and shipping information. The invoice should be legalized by a local chamber of commerce or the National U.S.-Arab Chamber of Commerce.
  • Certificate of Origin: One original and two copies, authenticated by the relevant authorities.
  • Packing List: Detailed list of the shipment's contents.
  • Bill of Lading or Airway Bill: Must accompany all commercial shipments

2. Regulatory Approvals:

  • Kuwait Conformity Assurance Scheme (KUCAS): Tech products must comply with KUCAS, certifying that they meet Kuwait’s technical standards. The approval process involves multiple stages of documentation and inspections .
  • Public Authority for Industry (PAI): As of October 1, 2024, stricter conformity assessments are required to ensure products meet safety, environmental, and technical standards

3. Labeling Requirements:

  • Goods must be labeled in Arabic or both Arabic and English, in accordance with Kuwaiti legislation and the nature of the product 

4. Customs Duties:

  • A general customs duty rate of 5% is applied to taxable foreign imports, as per the GCC Customs Union agreement 

5. Additional Considerations:

  • Importers should ensure that the importing commodity is included in their trade/import license.
