Norma Oficial Mexicana (NOM Mexico) Certification

NOM logoMexico is the latest country to see its government instigate a new set of standards and regulations for the importation of significant changes in the import regulations for electrical goods. 

The name of the new standards is known as Norma Oficial Mexicana or “NOM”. NOM compliance took effect on Monday 3rd June 2019. Such changes affect the way that goods are imported as they will now require the NOM kitemark.

Products requiring NOM Certification

A diverse range of industries produce goods that require NOM certification, and some sectors, such as electronics and electrical equipment, have more rigorous requirements than others. Some examples of products that require NOM certification:

  • Telecommunication items designed to connect to the Public Switched Telephone Network such as E1, ISDN and POTS
  • Wiring devices
  • Telecommunication products like WAN, LAN, digital, etc

NOM Certification Requirements

NOM certification is only granted by the Mexican government to manufacturers, importers and sellers from countries that the government have a treaty or trade agreement with.

There are a number of specific steps that manufacturers have to go through to achieve compliance, such as providing test result documents, and legal documents with a NOM-certified body to demonstrate their compliance with the NOM requirements. Manufacturers had notice of this requirement some time ago.

Whilst there are numerous steps and regulations that must be completed before any product can obtain a NOM certification, the process may appear to look like it’s designed to discourage importers from selling their products to the Mexican market. 

In reality Mexico, like many countries recently such as India, China, Hong Kong and Saudi Arabia, is simply trying to protect its citizens by ensuring that each product has been tested for safety and compliance of its standards.
