AI automation is falling short in trade and customs compliance, say experts

Despite their growing capabilities, AI tools are struggling to understand and react to rapidly changing customs regulations and cross-border complexities, say IOR and EOR experts, Mouse & Bear.

The Importers of Record (IOR) and Exporters of Record (EOR) for technology, say that they have been approached by a growing number of businesses whose compliance has diminished since using new AI tools.

“Businesses assume that AI is ready for every challenge. However, what many have experienced is that AI is slow to keep up with changing regulations and lacks the human element needed to navigate complex trade agreements. This has resulted in delays and fines on shipments” says Gemma Stunt, Sales Manager at Mouse & Bear.

According to VAO, 23% of global customs operators were using AI in 2024, with this expected to rise to 45% in 2025.

Many businesses have implemented AI in the hope of enhancing their operational efficiency, as by automating procedures to produce quicker results.

However, Mouse & Bear say that trade regulations can be highly complex and often contain “grey areas”, which require an element of human judgement to pinpoint the most important details.

Countries also have different rules and regulations which are constantly evolving, making it difficult for AI to standardise and keep up with in real time.

“While AI is a useful tool for many business operations, it may not always be the most accurate when it comes to more complex requirements and, in customs compliance, accuracy is everything. Mistakes in the customs process can lead to shipments being delayed or seized with costly consequences. That’s why having an experienced team to navigate these complexities is critical” adds Gemma.
